The Opportunities Ontario Provincial Nominee Program is designed to assist employers who are unable to recruit Canadian citizens or permanent residents to fulfill their recruitment needs.
Skilled workers are those professions that require a formal education and/ or specialized training. The national occupation classification (NOC) defines these as professions that fall under the skills level O, A or B.

Opportunities Ontario: Provincial Nominee Program - Application Conditions
It should be noted that the Opportunities Ontario Provincial Nominee Program is employer-driven. This means applications for nomination can only be made if:
- Your prospective employer has first applied for pre-screening of a position. Investors need to have their investment endorsed.
- The position has been approved.
- Your prospective employer has provided you with the Nominee Application package from Opportunities Ontario.
Immigrant applicants must demonstrate:
- A minimum of two years of work experience (within the previous five years) in the intended occupation, or have appropriate registration in the province of Ontario, if applying for a position in a regulated occupation. Any work experience gained in Canada must be obtained legally (on a TRV), and paid.
- An approved permanent full-time job offer in a skilled occupation (NOC 0, A or B).
- An offered wage which meets the prevailing wage level for the intended occupation.
- Legal status, if the prospective nominee is in Canada.
- Received an Employer Pre-Screen Approved Position Form, along with the nominee application package from an approved employer.
